The Office of Management and Budget issued a May 13 memo directing federal agencies to report all grants, cooperative agreements, loans, contracts, and other monetary awards given to 49 listed non-government organizations between fiscal years 2024 and 2026.

Agency responses must cover direct awards as well as any funds passed through as subcontracts or subgrants. The memo states that officials plan to review the collected data on June 5.

The request includes the American Civil Liberties Union, Aspen Institute, Southern Poverty Law Center, Tides Center, Lutheran Immigration and Refugee Service, Minneapolis Foundation, Transgender Equity Consulting, and The TransLatin@ Coalition. A spokesperson for the Aspen Institute stated that the organization had not been asked to provide information and noted that the vast majority of its funding does not come from the federal government.

The Tides Center and its affiliates received nearly $38 million from the federal government in 2024, according to prior reporting. Some of those funds supported programs related to abortion access, affirmative action, and sex-change procedures, and helped cover costs for migrants released from immigration detention.

Lutheran Immigration and Refugee Service and the Minneapolis Foundation have participated in Somali resettlement efforts in Minnesota. The Minneapolis Foundation reported granting thousands of dollars to organizations assisting Somali families, businesses, and artists.
