Xenia Fedorova, RT France Head, Receives Standard 10-Year French Residency Card

Le Monde reported that the former head of RT France obtained a long-term residence permit last year while working as a commentator on French media outlets. Officials have offered limited explanations for the renewal.

Xenia Fedorova received a 10-year French residency card in 2024 after previously holding a talent passport residence permit granted in April 2017. Le Monde reported that the permit was issued on the basis of her role as head of the French branch of the Russian state-owned channel RT France. Those close to the interior minister at the time described the 2024 issuance as automatic.

Fedorova had settled in France in March 2017 after working for the Ruptly agency in Berlin and traveling to Paris with a visa issued by the French consulate in Frankfurt. Foreign Minister Jean-Noël Barrot described Fedorova as a certified propagandist who serves Vladimir Putin's agenda in a statement on Friday, May 29.

The foreign ministry and state services responsible for combating foreign interference have expressed discomfort over the renewal.

On May 31, Fedorova delivered commentary on CNews regarding urban violence that followed Paris Saint-Germain's Champions League victory. She stated: In France, there is destruction even when it's a victory. One person died, more than 200 were injured, and more than 890 were arrested during the night.

Fedorova is a commentator on CNews TV channel, Europe 1 radio, and JDNews magazine. Successive interior ministers Gérald Darmanin and Bruno Retailleau, along with Paris police prefects Laurent Nuñez and Patrice Faure, have dodged questions or shifted responsibility regarding the residence permit.

The talent passport was requested by RT France to allow Fedorova to begin working as early as April 2017 in her capacity as head of the French branch of the Russian state-owned channel.
