The plan, called Streamlining Procedures to Expedite Equitable Development, seeks to shorten the time it takes for lottery winners to occupy some 10,000 subsidized units.
The mayor made the announcement while participating in a track event in the Bronx. Officials said the changes are intended to address the city's housing shortage by filling units that have remained empty for months.
A lawsuit filed by small rental-property owners seeks to return up to 50,000 vacant rent-stabilized units to the market. The case, brought by the Institute for Justice on behalf of the Small Property Owners Association, challenges a 2019 state law that limits rent increases and requires landlords to cover repair costs.
The U.S. Chamber of Commerce joined the suit this month. Arguments are scheduled for June 5 before a federal judge in the Second Circuit.
Under the 2019 Housing Stability and Tenant Protection Act, landlords of rent-stabilized buildings must make repairs required by city code even when rents are capped. Property owners have reported that these costs exceed the income from restricted rents, leading some to leave units vacant.
City data show that about one in 25 older buildings face liens due to unpaid property taxes or water and sewer charges. Past city programs have converted thousands of such buildings to public ownership when owners defaulted. The mayor's campaign platform stated that the city should not wait for the private sector to address the housing shortage.
Officials have not indicated whether the city will support or oppose the pending lawsuit.
