New York City Mayor Releases Rental Ripoff Report Outlining 23 Housing Proposals

New York City Mayor Zohran Mamdani released a Rental Ripoff Report on July 16 containing 23 proposals to address housing conditions. The report states that city residents pay too much rent while receiving insufficient services in return. At the press conference, Antonia Marrero of the Housing Organizers for People Empowerment Tenant Union said the city is turning the corner on tenant power.

Marrero added that the Mamdani administration emboldens residents so they no longer tolerate the violence of evictions as business as usual. Mamdani stood behind Marrero during the statement. Mamdani said in a press release that Rental Ripoff Hearings across the five boroughs heard from thousands of New Yorkers living with untreated mold, unaddressed pests, and unexplained fees.

The report proposes requiring disclosure of AI-altered listings, updating code enforcement systems, and recognizing tenant unions, Mamdani stated. Rents in Manhattan and Brooklyn reached record highs earlier in the week. Since taking office, Mamdani has frozen rents on rent-stabilized leases, released a housing plan to build and preserve 400,000 affordable homes, and moved to expand rental vouchers.

He campaigned on freezing increases for rent-stabilized tenants, building 200,000 new affordable homes, and expanding tenant protections. On July 15, Mamdani spoke with inmates on Rikers Island while they watched a World Cup semifinal soccer match.
