ChangXin Memory Technologies was added to the Defense Department's 1260H blacklist earlier in June 2026. The current list on the department's website includes the company, which ranks as the world's fourth-largest DRAM producer. The firm has 15 state-owned shareholders and plans to raise $4.3 billion in an upcoming IPO.
It was previously unknown globally and had been losing billions before a memory shortage increased its profile. Apple currently sources DRAM from Micron, Samsung and SK Hynix. It has raised prices on some iPad and Mac models amid shortages.
