Bipartisan Housing Bill Becomes Law Without Trump Signature

The bipartisan housing bill automatically became law on Saturday without President Trump's signature, The Hill reported. The U.S. Constitution permits a bill passed by both the House and the Senate to take effect if the president neither signs nor vetoes it within 10 days, excluding Sundays.
California Gov. Gavin Newsom stated on Monday that President Trump refused to sign the legislation. Newsom said the president may not have been familiar with the bill because he did not take the time to sign it.
The bill had passed both chambers with overwhelming support. President Trump had been scheduled to sign it at a Capitol Hill ceremony last month. Trump told reporters in the Oval Office that the housing bill is so unimportant compared to the SAVE America Act.
Newsom referred to executive orders reforming enforcement of the National Environmental Policy Act and the California Environmental Quality Act. Newsom applauded the 21st Century ROAD to Housing Act. The measure seeks to increase housing supply and lower costs by limiting major investors from purchasing single-family homes.
