A bipartisan group of senators reached an agreement with the White House on July 10, 2026, to advance updated legislation that would sanction buyers of Russian oil, washingtontimes.com reported. Sens. Lindsey Graham (R-SC), Richard Blumenthal (D-CT), Jeanne Shaheen (D-NH) and Roger Wicker (R-MS) issued a joint statement announcing the deal.
“We are proud to announce that we have reached an agreement with the Trump Administration to move our updated Russia sanctions legislation forward,” the senators said. ” The legislation would pressure Moscow by targeting purchasers of Russian oil and natural gas. The bill had secured more than 80 bipartisan co-sponsors but remained stalled in the Senate for more than a year.
Last month the House passed a related measure providing fresh aid to Ukraine and imposing sanctions on Russia, with support from 18 Republicans; that bill now sits in the Senate. At the recent NATO summit President Trump committed to allowing Ukraine to co-produce Patriot air defense interceptors domestically and announced a strategic drone agreement with Kyiv.
Zelenskyy stated that stronger Ukrainian battlefield performance would increase chances for successful diplomacy.
