London Charing Cross station was taken over by the British Army for a test exercise that converted disused tube platforms into a UK-led NATO headquarters. Officers directed large-scale defensive land operations from the underground site during the drill.

The exercise, called Arrcade Strike, simulated a 2030 scenario in which British forces responded to a NATO Article 5 invocation after Russian troops launched an offensive on the Baltics. The makeshift headquarters was imagined to be located in the Estonian capital, Tallinn.

Hundreds of personnel from the UK, France, Italy and US participated in the operation. The drill tested the ability to plan and command complex operations involving up to 100,000 personnel from the central London location. Footage released by the Ministry of Defence showed officers working at laptops in front of large screens on a tube platform.

The team used artificial intelligence assistance to support identification of Russian targets.

A defence secretary stated that the exercise demonstrated UK leadership within NATO and the ability to deploy at pace to command tens of thousands of troops to defend alliance territory. Lieutenant General Mike Elviss, Commander ARRC, said the exercise marked an important milestone in developing the ARRC into a modern warfighting headquarters capable of commanding at the scale required to deter aggression.

The scenario highlighted that more than 5,000 drones would be needed daily for offensive and surveillance operations.
