California billionaire tax measure qualifies for November ballot

A California proposal to impose an additional tax on billionaires has qualified for the November ballot after organizers submitted the required signatures. The measure will now face a statewide vote later this year. The proposal emerged after months of fundraising and opposition spending.

Backers say the revenue would fund public services, while opponents argue it would discourage investment and prompt some high-income residents to leave the state.

Wealth distribution data Data compiled by economists Gabriel Zucman and Emmanuel Saez show the wealthiest 0.00001 percent of Americans, roughly 20 individuals, hold wealth equal to 12 percent of U.S. gross domestic product. That share is about four times larger than levels recorded during the Gilded Age.

A report by Americans for Tax Fairness states that the 989 U.S. billionaires held more than $9.2 trillion in wealth in 2026, an increase of 31.8 percent from 2025.

Worker compensation trends In the third quarter of 2025, worker compensation accounted for 53.8 percent of U.S. GDP, the lowest share recorded since 1947. The U.S. inflation rate reached 4.2 percent in May 2026, exceeding the 3.4 percent wage growth recorded over the prior year.

About 45 percent of U.S. workers, or 66 million people, earn less than $25 an hour. MIT’s living wage calculator indicates that a single adult with no dependents requires more than $25 an hour in most large metropolitan areas. U.S. credit card debt reached a record $1.277 trillion in the fourth quarter of 2025, up 63 percent from the first quarter of 2021.

Individual accounts Security officer Gilberto Rubio in the San Francisco area said he has worked multiple jobs simultaneously and previously lived in his car because of housing costs. He stated that his $25 hourly wage has not increased in years and remains below the local living wage threshold of more than $30 an hour.
