EngadgetCanadian Prime Minister Mark Carney announced a national AI strategy titled 'AI for All' that will guide legislation and infrastructure investment for the next five years. The plan sets targets for data protection, workforce development, and domestic computing capacity.
The strategy aims to build public trust in AI, increase adoption rates, and expand Canadian-owned compute and cloud infrastructure.
It calls for updated legislative frameworks to strengthen protections against deepfakes and surveillance pricing, and for an online safety regime covering chatbot and social media users. A National AI Literacy Initiative will offer free entry-level training, and every post-secondary student will receive access to trusted AI agents.
Carney stated the measures will create up to 90,000 AI-related jobs and work placements.
The plan also directs construction of a public AI supercomputer and additional investment in sovereign Canadian compute facilities. Infrastructure spending will align with Canada's clean energy goals and receive support through government procurement. 8 trillion by 2033.
It framed the strategy as an opportunity for Canada to ensure the technology creates jobs, protects citizens, and strengthens prosperity. The full strategy document acknowledges public skepticism toward AI but does not address studies questioning productivity gains or broader concerns about the technology's outputs.
