Government sources say Canada is examining a mixed fleet of U.S.-made F-35 fighters and Saab Gripen-E aircraft built in Canada. The plan would expand the fighter fleet beyond the original target of 88 jets. Negotiations are underway for 72 to 88 F-35s and an additional 72 Gripens. One source with knowledge of the talks said the total could reach 140 aircraft.

Saab is refining its proposal to use the GlobalEye supply chain for Gripen production in Canada. The GlobalEye purchase was described by sources as a first step toward the Gripen partnership. Some military officials have expressed reservations about the GlobalEye, citing requirements for 360-degree radar coverage, operation during banking turns, and in-flight refueling.

Saab's deputy CEO stated the company can add forward- and aft-looking radar and refueling capability if requested.

The discussions follow a March 2025 review of the F-35 purchase. Canada already has a firm order for 16 F-35s and has paid for 14 more under a 2023 agreement. The current CF-18 fleet is below 88 aircraft. Government sources said the projects aim to meet Canadian Armed Forces needs, diversify alliances, and support domestic industry.

Canada has reached NATO's two-percent defense spending target and aims for four percent by decade's end. A source noted that committing to Gripen purchases would be required for Saab to build a Canadian factory capable of supplying aircraft to other nations, including Ukraine.
