One week after a summit between the U.S. and Chinese presidents, Beijing announced new licensing rules for three chemical compounds shipped to the United States, Mexico, and Canada. The controls target ingredients used to manufacture fentanyl. Bloomberg reported that the new rules require special export licenses for the restricted chemicals.
Officials in Beijing said the measures signal growing cooperation on narcotics enforcement.
A White House readout of the summit stated that the presidents highlighted the need to build on progress in ending the flow of fentanyl precursors into the United States. The same statement noted increasing Chinese purchases of American agricultural products. A 10 percent tariff on Chinese imports remains in place, linked by officials to prior shortfalls in stopping precursor exports.
Prior Statements U.S.
Secretary of State Marco Rubio stated early in the current term that Beijing may be deliberately flooding America with fentanyl. Ahead of the summit, White House Counterterrorism Director Sebastian Gorka discussed the supply chain with a New York Post columnist. Between 2015 and 2024, the U.S. recorded about 815,100 drug overdose deaths, according to the report.
