CIA Director John Ratcliffe said Wednesday that Russian recruits arriving on the front lines in Ukraine survive an estimated 20 to 30 minutes before being killed or wounded. The assessment matches open-source reporting from Ukraine, he added. Ratcliffe attributed the short survival time to AI-powered drones that have become specialized, low-cost killing machines.
He said Ukraine’s mastery of emerging technologies and drone warfare has stopped the pace of Russia’s advance after four and a half years of fighting. The Russia-to-Ukraine casualty ratio reached nearly 8-to-1 in the first half of 2026, according to the Center for Strategic and International Studies. The ratio had been roughly 2-to-1 or 3-to-1 for most of the war.
More than 2 million soldiers on both sides have been killed or wounded since Russia’s February 2022 invasion, with Russia bearing 1.4 million of those casualties, including as many as 450,000 dead, CSIS researchers found. Ratcliffe said the mastery of emerging technologies is every bit as important as military strength.
