Conservative Groups Urge House to Reverse EPA Biofuel Blending Rules

A coalition of conservative organizations sent a letter to House members Thursday asking them to overturn the Environmental Protection Agency’s biofuel blending requirements for 2026 and 2027. The letter states the standards are the largest Renewable Fuel Standard mandate in history and the most expensive regulation of President Trump’s second term.
It cites the EPA’s estimate of at least $20 billion in annual compliance costs.
Background on the Renewable Fuel Standard The EPA finalized the requirements in March under the Renewable Fuel Standard program established by the Clean Air Act. The rule sets 25.82 billion renewable identification numbers for 2026 and 25.98 billion for 2027, up from 22.33 billion in 2025.
One RIN equals one ethanol-equivalent gallon of renewable fuel. Agricultural groups have supported the higher volumes because they create demand for corn- and soy-based ethanol.
Oil refiners have opposed the increase, saying compliance costs will rise, particularly for smaller facilities, and that those costs could be passed to consumers. The letter describes the quotas as a regressive tax on workers, businesses, and families.
EPA Administrator Lee Zeldin said in March that the agency would begin work on the next set of standards to give stakeholders certainty about future requirements.
