Drone Overflights Reported in Baltic Region Since March

A Romanian F-16 assigned to NATO's Baltic air policing mission shot down a drone over Estonia on May 19. Earlier the same day, residents in Vilnius took shelter after a drone incursion was detected. Officials have reported a series of drone overflights in Lithuania, Latvia, Estonia, and Finland since March.

Police guarded the perimeter of a drone crash site near Kablakula, Estonia, on May 19. Officials stated that some drones entering Baltic airspace appear to be Ukrainian drones redirected by Russian electronic warfare. Russian officials have used these incidents to allege that Baltic states allow Ukraine to use their airspace for attacks on Russia.

Baltic leaders have repeatedly denied the allegations. In recent days, Russian messaging has included threats of retaliation. Officials said the goal appears to be redirecting political costs from Russia to Ukraine's supporters.

Officials said two lines of effort are needed. The first is preserving strategic clarity that Ukraine has the right to strike military and war-sustaining targets inside Russia. The second is closing gaps in counter-drone defenses. A layered architecture is under discussion, including better low-altitude detection, mobile interception teams, electronic-warfare monitoring, and rapid attribution mechanisms.

Officials said the Baltic states should coordinate with Ukraine on these measures.
