The agreement includes an easier way to claim compensation after a three-hour delay, quicker reimbursement for passengers, free seat selection in certain cases, and upfront pricing that must incorporate the cost of hand luggage.

Once adopted, the agreement is expected to take effect in 2027. Passengers arriving at least three hours late at their final destination on an eligible flight are entitled to compensation unless the delay was caused by something out of the airline’s control. Compensation for flights shorter than or equal to 1,500 kilometers is 250 euros (about $288).
Flights within the EU operated by any airline are eligible for compensation.
Flights departing the EU to a non-EU destination on any airline are eligible for compensation. The existing EU compensation rules have been in place since 2004.
Carriers will be required to provide passengers with clear instructions on how to submit a claim within four days of arrival. Passengers will have nine months to request a reimbursement. Airlines will have 30 days to issue compensation.
Travelers with disability or reduced mobility will be able to request compensation and rerouting assistance if they miss a flight due to inadequate airport transit support. Families traveling with children 14 and younger will be able to sit together without paying extra for seat selection.
Free seat selection will be available to passengers accompanying travelers with reduced mobility and to pregnant passengers.
Customers purchasing flights on European carriers will be able to bring one free carry-on bag without paying extra. Airlines will be banned from charging travelers to correct typos in their names on tickets and from charging travelers to print physical boarding passes at the gate after online check-in.
Passengers will not be required to download apps to access their boarding passes, and passengers who print their own boarding passes at home will not be denied boarding.
