EU lawmakers approve updated air passenger rights rules

The measures will apply from mid-2027. Parliament voted 646 to 12 on 7 July to endorse the changes. The Council gave its approval six days later.

changes for passengers Passengers retain the right to compensation of €250 to €600 for flights delayed more than three hours. Reimbursement or re-routing options for cancelled flights remain the same. Airlines must include carry-on luggage costs in the base fare.

They must also accept name-spelling corrections at no charge and issue digital boarding passes without requiring a specific app. Children under 14 and passengers with disabilities are entitled to sit next to their accompanying person at no extra cost.

obligations Airlines must supply clear instructions on compensation procedures and provide a standardized EU-wide form. They may cancel flights only under extraordinary circumstances and must state the cause of any disruption. Inbound flights cannot be cancelled when a passenger misses an outbound leg. The changes conclude thirteen years of negotiations that ended with a deal on 15 June.
