French President Hosts Ukraine Talks With UK and German Leaders in Paris

The leaders discussed Ukraine’s recent military advances and whether those gains could lead Russia to enter negotiations.
The UK government announced new sanctions against 24 individuals and entities it said were responsible for cyber and hybrid operations targeting European countries. The measures list senior GRU officers Vyacheslav Stafeyev, Ivan Senin, and Ivan Kasyanenko for directing operations that included attempts to disrupt Poland’s electricity grid last year.
Officials said GRU Unit 29155 worked with the company IMPULS to recruit hackers from Russian universities and academies. The sanctions statement noted that France, Germany, Poland, Cyprus, the Netherlands, Austria, Slovakia, Romania, and Finland have been targeted by these activities.
In France, the 16th Centre has conducted cyber espionage against government entities since 2010 and against the defense industry in 2025, according to the UK announcement. “We strongly condemn Russia’s behaviour and misuse of this cyber ecosystem, targeting public services and critical infrastructure, causing disruptions and financial losses,” the statement said.
