The policy now covers up to 20 towns, double the number from two years ago. Deauville raised its fine from €17 when the rule was first set.
Narbonne began enforcing the measure last summer and issued 15 fines. The town also bars people from walking barefoot or wearing only swimsuits in the town center and requires women to cover bikini tops with a shirt. La Grande-Motte maintains a similar ban on shirtless men.
Officials cited hygiene and efforts to limit exhibitionism as reasons for the rules. Some residents said the policy protects customers at outdoor restaurants and maintains decency near children. Others called the fines excessive and said a bare chest poses no harm.
France maintains no national law on men going shirtless in public. Women face potential fines of up to €15,000 for removing tops on beaches in some areas.
