Fusion Centers Issue Bulletins on Left-Wing Groups After Executive Order

Fusion centers in Florida and Texas circulated internal bulletins that label antifa a domestic terrorist organization and recommend heightened surveillance of protest activity. The Southeast Florida Fusion Center produced a 28-page report marked for official use only that defines the goal of antifa as the violent overthrow of the United States government.

The Miami-Dade bulletin cites right-wing social media accounts and describes antifa as a decentralized network that uses violence and seeks to silence opposition. It lists the National Lawyers Guild as the legal representative of antifa and warns officers to watch for zines and inflatable animal costumes used as recruitment or propaganda tools.

The Dallas Regional Fusion Center issued an intelligence brief that links the Turtle Island Liberation Front to two other pro-Palestine groups and calls for expanded monitoring of encrypted messaging and social media. Independent reviews have found limited concrete results from the centers despite years of federal funding. Documents obtained by The Intercept show some bulletins echo language from the executive order and Justice Department court filings.
