Iran War Affects EV Incentives, Executions, Alliances

Iranian authorities executed three men convicted of involvement in anti-government protests, amid a surge in arrests and executions since the war began. The judiciary reported that Mehdi Rassouli and Mohammad Reza Miri were hanged for using weapons and inciting violence during January riots in Mashhad, resulting in the death of a security officer.
Ebrahim Dolatabadi was also executed as a main instigator of the riots. Executions have reached the highest level in 30 years, with at least 1,639 reported in 2025, including 48 women. Rights groups estimate 656 executions in the first three months of 2026, though the actual number may be higher.
Protests peaked in January over living costs, with authorities acknowledging over 3,000 deaths but attributing violence to foreign powers. Last month, a woman was sentenced to death over the protests, and another execution occurred Sunday for a 2022-2023 protest-related murder.

France is hosting its Africa-France Summit in Kenya next week, the first in a non-Francophone nation since 1973, amid Kenya's struggles with high fuel costs from the Iran war. The summit follows a new five-year defense cooperation agreement between France and Kenya, with 800 French soldiers arriving in Mombasa for joint exercises.
This shift comes after France's withdrawal from West African countries like Mali, Burkina Faso, and Niger following military coups and demands for troop removals since 2020. Kenya, hosting U.S. and British troops, has been designated a major non-NATO ally and participates in international security operations.
The defense pact focuses on maritime security, intelligence, and disaster relief, with automatic renewal for another five years. Kenyan officials say it enhances defense capacity, but critics raise concerns about sovereignty and immunity for French troops from local prosecution.
Similar issues arose in a 2012 case involving a British soldier. France's pivot aims to reset African relations away from colonial histories, driven by economic and security interests in the Indian Ocean region.
The U.S. has invested in Kenyan bases, providing $70 million for expansions, and maintains strong diplomatic ties. France invited Kenyan leaders to the G7 summit in June, excluding others reportedly due to external pressures. In Iran, the war has quieted initial U.S. promises of regime change, with thousands of dissidents arrested.
Protests followed the killing of a former leader at the conflict's start. These developments highlight how the Iran war influences energy policies, human rights, and international alliances globally.
