U.S. citizens were killed by Homeland Security officers during an immigration enforcement operation in Minneapolis in January 2026. Homan led a drawdown of the crackdown in Minnesota following the incident.
Trump earlier this year promised "a little bit of a softer touch" on immigration and replaced Kristi Noem with former Oklahoma Sen. Markwayne Mullin as secretary of homeland security.
Homan pushed back against criticism of the president. "For the people out there saying President Trump's weak on mass deportation, what the hell are you talking about? President Trump made a promise to the American people that's going to happen," he said.
He stated that deportations and arrests would prioritize anyone with a criminal background or seen as a security threat. "It doesn't mean because you prioritize criminals, everybody else is off the table. I've said no one's off the table.

Blanche said federal law enforcement agencies are united in their mission of arresting and deporting people without legal status. "It doesn't matter your badge. We had every federal agency focused on the mission of illegal immigration.
We do not view this as mission accomplished. …We continue to view illegal immigration and border security as a top priority for the department," Blanche said. The Biden administration completed 64 denaturalization cases over four years, while the DOJ is on track in May 2026 to surpass that total.
Homan predicted more immigration enforcement and collateral arrests in New York state and city. "You will see collateral arrests increase in these areas. You see more agents in your neighborhoods because you forced us in this position," he said.
New York Gov. Kathy Hochul said on May 6 or 7, 2026, "All I have to say to Tom Homan is, Donald Trump himself said he would not send a surge of ICE agents to the state of NY unless I ask.
