It would also direct NATO countries to meet a 2 percent of GDP defense spending target and restore funding for Radio Free Europe/Radio Liberty.
Path to the Floor Democrats and three Republicans used a discharge petition to force the vote after the speaker declined to schedule it. Reps. Brian Fitzpatrick, Don Bacon, and Kevin Kiley signed the petition. "This is our opportunity to provide the leverage that could prove decisive in ending this conflict on acceptable terms," Kiley said.
Rep. Joe Wilson stated that additional sanctions on Russia are needed and that the United States should stand with Ukraine.
The bill heads to a final House vote, where passage is expected.
Its prospects in the Senate remain uncertain, where similar sanctions measures have stalled for more than a year. The Russia-Ukraine conflict has continued without resolution. Proponents argue the legislation would give Congress a role in pressing for stronger measures against Russia.
