The six Republicans were Reps. Brian Fitzpatrick of Pennsylvania, Mike Lawler of New York, Don Bacon of Nebraska, Michael McCaul of Texas, Joe Wilson of South Carolina, and Max Miller of Ohio.

House Speaker Mike Johnson had not scheduled a floor vote during the intervening period. The measure would expand restrictions on financial institutions doing business with Russian officials and state enterprises. It would also impose a 500% tariff on Russian imports, crack down on entities assisting Russia in evading sanctions, and establish a Ukraine Reconstruction Trust Fund.
The legislation extends the Ukraine Security Assistance Initiative through 2027 and would sanction North Korea, Iran, and Belarus for supporting Russian aggression. U.S. has allocated approximately $188 billion in funding and emergency support to Ukraine since February 2022.
President Donald Trump, Speaker Mike Johnson, and other Republicans have repeatedly called for an end to the Ukraine war. U.S. support for Ukraine as a waste of money and has urged Russian President Vladimir Putin to conclude the conflict without congressional interference.
A House Republican aide said the legislation was flawed. "Anyone voting for this is saying that NATO countries should be spending 2% of their GDP on national defense rather than 5%," the aide told the Daily Caller News Foundation. " A source familiar with the legislation said Johnson argued against the discharge petition during a closed-door House Republican conference meeting on June 4, 2026, and urged members to vote against it.
