HUD Ends Federal Funding for LA Homeless Services Authority After County Withdrawal

U.S. Department of Housing and Urban Development notified the Los Angeles Homeless Services Authority on or about June 11, 2026, that it will no longer receive federal funding. HUD Secretary Scott Turner signed the termination letter.

LAHSA was created in 1993 as part of a lawsuit settlement. It functions as an independently managed joint powers agency funded and overseen jointly by the City of Los Angeles and Los Angeles County. Measure H, a countywide tax increase passed in 2017, generated hundreds of millions of dollars annually for homeless services.

Measure H was repealed and replaced in 2024 by Measure A, which raised the tax further. The most recent count placed the homeless population in Los Angeles County at approximately 72,000. LAHSA funds more than 100 nonprofit partner agencies.

The Federalist submitted a public records request to LAHSA in January 2026 seeking records of its decision to grant tens of millions of dollars in public funds to the person later indicted. LAHSA has sent the Federalist monthly updates stating it still has not located the requested records.

County Supervisor Lindsey Horvath led an effort to remove county homeless funding from LAHSA’s joint agency structure and move it to a new system under direct county control. After losing county funding, LAHSA announced major layoffs and a significant restructuring to narrow its focus.

CalMatters reported more than a year before June 2026 that the county was ending the joint agency structure for LAHSA.
