ICE Agent Shooting Kills Colombian Man in Maine on July 13

A shooting involving Immigration and Customs Enforcement agents killed a 26-year-old man from Colombia in Biddeford, Maine, on July 13, 2026, Fox News reported. The victim was identified as Joan Sebastian Guerrero. FBI investigators worked the scene that day.

The Biddeford incident followed an ICE agent shooting that killed a Mexican man during an operation in Houston, Texas, the week before. Anti-ICE protesters held a vigil at the Maine site. The victim was visible near the car he had been driving when agents fired through the windshield.

The Department of Homeland Security stated on social media that reporting by The New York Times alleging federal agents were told the FBI would not investigate confrontations with ICE officers is false. DHS said the relationship between DHS and the Justice Department in investigating assault on federal officer cases has not changed, and the FBI will continue to investigate in accordance with agency policy.

Danielle Rhoades Ha, spokesperson for The New York Times, said the outlet stands by its reporting.

The Times reported that federal agents around the country were told in recent days that the FBI would no longer investigate confrontations with immigration agents, cases that sometimes yield evidence usable to prosecute Department of Homeland Security agents in violent encounters.

In a joint statement shared with Fox News Digital, DHS and DOJ reaffirmed they are partners in addressing crime and upholding the rule of law while securing the safety and security of American communities. DHS added that anyone who assaults law enforcement will be prosecuted to the fullest extent of the law.
