ICE Agents Obtained Voter Files From Two Counties in Texas and North Carolina

Agents from Homeland Security Investigations obtained voter files from election officials in Webb County, Texas, and Forsyth County, North Carolina, according to emails shared with Axios. An HSI criminal analyst sent an April email to Texas's Secretary of State's general counsel requesting information on dates and methods of registration and elections voted in.

The request referenced ongoing investigations and asked what subpoenas would be needed.

Agents from HSI asked county election officials in Texas for specific voter files in May 2026, according to emails obtained from records requests made by Democracy Forward. A separate records request showed another HSI agent asking last November for registration information for two voters in Forsyth County, North Carolina.

Voter files can include registration history, a person's address, date of birth, driver's license number and voting history. Webb County election administrator Jose Castillo said he received another more recent request from HSI after the May request. He has seen two cases of noncitizen voting in four years out of more than 150,000 voters in the county.

Castillo is directing HSI to request voter data through a public records request. Voter data is public information in Texas.

U.S. Citizenship and Immigration Services. Honey said DHS has engaged with every state secretary or chief election official. She said the March meeting was to discuss how DHS could best support the Texas office and collaborate on shared goals.

Trump signed an executive order in March 2025 that included a reference to prohibiting non-citizens from registering to vote. DHS has been tasked with investigating alleged voter fraud and promoting the use of the SAVE database for local election officials.
