ICE Halts Vehicle Stops in Three Regions After Two Shootings, Directs Agents to Use Other Tactics

ICE leaders directed officers in at least three administrative regions to cease vehicle stops effective immediately on Monday. The internal orders followed two fatal shootings by agents during attempts to stop cars, one in Houston and one in Biddeford, Maine. Mexican national Lorenzo Salgado Araujo was killed in Houston.

Colombian national Joan Sebastian Guerrero was killed in Biddeford. Both shootings occurred within less than one week, and neither victim was the intended target of the operations, according to Department of Homeland Security officials. Officers involved in both incidents were not wearing body cameras.

The FBI and the Department of Homeland Security’s Office of the Inspector General are investigating the shootings. Maine’s attorney general and the Harris County, Texas, attorney general have also opened probes, with local police departments assisting. ” The same official added, “This shit isn’t normal.

The directive was communicated through field office directors rather than written orders. It applies to the Enforcement and Removal Operations division but not to Homeland Security Investigations. Vehicle stops had become a common tactic for ICE during the second Trump administration, contributing to roughly 10,000 arrests announced over a five-day period in late June 2026.
