A company operated by Brad Parscale received more than $15 million from the Israeli government through Havas Media Network and routed portions of the money to several Republican-aligned digital strategy firms. The previously unreported filing shows Clock Tower X was first contracted directly by Israel in September for $6 million.

The new document indicates the firm later received additional funds through the intermediary, bringing the total above $15 million.

X directed just under $5 million to Portman Road Strategies, a firm run by Mike Shields. The same filing lists payments of $6 million to SparkFire Technologies for an AI-driven text messaging campaign. Parscale’s firm also spent more than $500,000 on advertising with Salem Media Representatives, a subsidiary of Salem Media Group. Parscale serves as chief strategy officer at Salem Media Group.

Evdokimo, a member of Parscale’s team at Clock Tower X, registered as a foreign agent for Israel in October 2025 after joining Salem Media as vice president for communications. Fourteen of the eighteen staff members listed at Clock Tower X also work at Convergence Media, the firm led by Shields.

Parker, a company whose Florida chapter was founded by Parscale and Tim Dunn, lists compliance with the Foreign Agents Registration Act among job requirements for a communications director position. Three Tech, a software firm founded in 2024, received nearly $500,000 under the same contract.
