NHS Survey Finds Two-Thirds of Organizations Plan Service Cuts

A survey of 187 NHS trust and integrated care board leaders shows most expect service reductions and staff cuts this year. Three-quarters also anticipate worsening financial pressures in the 2026/27 fiscal year.

Nearly two-thirds of NHS organizations expect to cut or reduce services this year, according to a survey by the NHS Alliance. The poll of 187 trust and integrated care board leaders found that 64 percent anticipate service reductions and 57 percent expect to reduce clinical staff.

Three-quarters of respondents said financial pressures will worsen in 2026/27. More than nine in ten expressed concern about staff morale, while 83 percent worried about the impact of financial measures on planned care.

The NHS Alliance conducted 65 interviews with trust finance directors over the past year. One trust chief executive stated that an overriding focus on finance at the expense of patients and staff will have repercussions. Another said services are being asked to make deep cuts across the board and warned of consequences for patients and families.

NHS Alliance chief executive Sir Ciaran Devane said the health service has improved performance and balanced budgets amid growing demand and unpredictable pressures. He added that the focus on targets and efficiency savings has put hard-won gains at risk.

Health and Social Care spokesperson said the government has provided record investment and driven improvements in technology. The spokesperson noted waiting lists are at their lowest level in more than three years and more than half a million fewer people are waiting for treatment since July 2024.

The spokesperson said the government will continue working with system leaders to improve productivity and reinvest in frontline care.
