Background on the Executive Order President Trump signed an executive order earlier this month that called for AI labs to share new models with the government 30 days before broader release. The order described the process as voluntary and stated it would not become a licensing regime.
OpenAI executives said in a Friday briefing that no voluntary framework has been established yet. As a result, the company is sending customer lists to the government for feedback before expanding access.
GPT-5.6 will be offered in three versions:
Sol, the most capable; Terra, a middle-tier model; and Luna, a faster and lower-cost option. The company said Sol leads on benchmarks for cybersecurity, biology, and agentic tasks. OpenAI plans to broaden access next week to additional customers, including some international partners. The White House did not respond to a request for comment.
