Rioting broke out in Southampton after the death of Henry Nowak, who was handcuffed by police while dying from a stab wound. The man who stabbed Nowak was jailed for life on Monday. The policing minister said the rioting was unacceptable and reported two arrests, one for assaulting a police officer and one for possession of a weapon.

The minister appealed for calm and said the family had asked people not to over-react.

Review of police guidance The policing minister told BBC Breakfast that the National Police Chiefs’ Council is reviewing a police anti-racism commitment document. The minister said the language in the document is not right and that the review will examine whether it properly acknowledges the history of racism in policing.

The shadow home secretary told the Commons that the document urges police forces to treat different ethnic groups differently to achieve equal arrest rates. The home secretary gave a non-committal response in the Commons. m.
