Public Accounts Committee Says UK Housing Fund Lacks Tracking and Success Measures

The Public Accounts Committee criticized the government and Homes England for failing to track most homes under the £21 billion National Housing Delivery Fund, with only 8 percent of pledged units monitored despite £10 billion in taxpayer funds committed.

The panel noted the program launched without a project pipeline and lacks any parameters for measuring success. It also faulted the absence of a strategic approach to ensure balanced locations across regions.

The government aims to deliver 1.5 million new homes by July 2029, which would require 300,000 homes built each year. Annual housebuilding at that level has not occurred since the 1960s, GB News reported. As of the end of December 2025, 57,671 homes had been delivered by legacy programmes, according to the Ministry of Housing, Communities and Local Government.

The committee said no clear goal has been set for how many homes are expected on land unlocked by the fund or when those homes will be built. "£21 billion has been marked for housing delivery without any criteria to judge whether it has been successfully spent," Clive Betts MP, deputy chair of the committee, said.

More than £20 billion is being used with no clear and measurable success criteria, the committee stated.

It added that the ministry cannot robustly assess the performance of the fund. A ministry spokesman said the support has already unlocked tens of thousands of homes. The government has launched the £5 billion National Housing Delivery Fund and the £16 billion National Housing Bank, the spokesman added.
