Baroness Louise Casey, who leads the commission, told the BBC's Radio Four Today programme that the system is "impossible" to navigate.
She called for a "reckoning" into how people are cared for and said challenging conversations are needed to address an aging population.
The government scrapped plans for a cap on the amount anyone would need to spend on support at home or in care homes over a lifetime and commissioned the review of funding instead. Casey is expected to address the Local Government Association's annual conference on Tuesday.
Conversations will focus on older people too often ignored or overlooked as well as young people who are already losing faith that they will get anything back from the state in return for paying in.
The public will also be asked what role the NHS should play in social care, with Casey noting that the NHS has withdrawn more and more from communities and into hospitals in recent years. Casey said suggestions that families alone should care for aging and ill loved ones are simply not sustainable.
When asked about a publicly funded National Care Service, she said everything is on the table and added that she supports a National Health and Care Service because the public does not see the difference.
Her independent commission started work last summer. It is due to produce a report this year with a plan for how to create a National Care Service. Phase two, which will examine longer-term funding, is not due to report until 2028.
