Stephen Askins, a maritime law expert and former Royal Marines officer, said warships including Russian ones regularly use the English Channel under rights of innocent passage. He noted that warships must still follow collision regulations and are generally not allowed to loiter in territorial waters.
Dave Robson, principal of Hamble School of Yachting, said the warship as the give-way vessel must make an early and substantial manoeuvre to avoid collision.
Askins said there are no rules against firing warning shots and he does not view the incident as signalling anything dramatic or escalating. The Ministry of Defence described the event as isolated.
