On 23 April, President Cyril Ramaphosa suspended the South African Police Service national commissioner and replaced him with the agency's chief financial officer in an acting capacity. The suspended commissioner faces charges under the Public Finance Management Act related to a procurement contract.

The acting commissioner will serve for less than a year unless appointed permanently. The suspension follows an investigation by the Investigating Directorate Against Corruption into the Medicare 24 Tshwane District procurement scandal. Twelve other police service members face fraud and corruption charges in the case alongside the owner of Medicare 24 Tshwane District.

The acting commissioner joined the police service in 2007 as an auditor and was appointed national chief financial officer in 2019.

At a parliamentary committee meeting the week after her appointment, the acting commissioner said there was a clear mission to act decisively against wrongdoing within the ranks. A June 2025 Institute for Security Studies analysis found that leniency in handling violations extends across the disciplinary system.

One step identified is to expedite the establishment of dedicated disciplinary units at provincial and national levels. The police service has pledged to create these units but has provided no timeline or implementation plan. The acting commissioner previously criticised the organisation's handling of procurement regulation violations in November 2025.

Her background in financial management is seen as relevant to tightening governance in an agency where financial controls require attention.

Two inquiries were launched in 2025 to investigate allegations of criminal cartel infiltration within the police service. Several senior officers are under investigation for possible links to the criminal underworld. The situation has affected morale and created uncertainty across the organisation.

Since 2000, no national commissioner has completed a full term of office. Some previous commissioners were removed for corruption or dishonesty while others were removed for failing to fulfil their responsibilities. When the current suspended commissioner was appointed in March 2022, candidates were assessed on strategic capability, leadership, financial management, change management and integrity.

The acting commissioner has never served as a police officer but has nearly 20 years of experience in the organisation's financial operations. She holds a BCom and honours degree in business administration. The limited time in the acting role means steps taken now would focus on laying foundations for improved leadership and institutional governance.
