Bodycam footage released after a murder conviction shows police officers in Southampton handcuffing an 18-year-old stabbing victim while he repeatedly told them he could not breathe. The incident occurred in December after the attacker falsely claimed the victim had made racist remarks.

The attacker, 23, was sentenced on Monday to at least 21 years in prison for the murder. He used a ceremonial knife with a 21-centimeter blade during an altercation over a mobile phone.

Protesters clashed with police in Southampton on Tuesday after the footage became public. Demonstrators pulled apart garden fences, threw bricks, flares and chairs, and rolled a flaming bin toward officers. Eleven police officers were injured. Two people were arrested during the demonstration. Police used spray and riot shields to disperse the crowd.

The prime minister told lawmakers on Wednesday there was "no justification" for violence and disorder. The government said anyone found engaging in disorder would meet the full force of the law. The National Police Chiefs Council said it would review its Race Action Plan after concerns were raised about guidance that advises officers to treat suspected criminals differently depending on their ethnicity.

Conduct is investigating the officers' actions and is expected to report within three months. Three of the officers remain in service; one resigned for an unrelated reason.
