Southern California Starts Enforcing Daylighting Parking Law Near Crosswalks

Parking enforcement departments across Southern California have begun stricter enforcement of Assembly Bill 413, the daylighting law that restricts parking near crosswalks. Newsweek reported that the shift follows months of public education by local agencies after the statewide grace period ended in March 2025. The measure took effect statewide in January 2025.

Los Angeles County extended educational outreach until November 2025. The law prohibits parking within 20 feet of the approach side of a crosswalk when no curb extension exists and reduces the distance to 15 feet when one is present. The Los Angeles County Sheriff's Department stated the rule aims to improve visibility at intersections for drivers, pedestrians, and cyclists.

Nearly 36 percent of pedestrian fatalities in the county occur at intersections, the department said. In Los Angeles County a violation carries a $63 fine. Officials noted that the absence of signs or red curb markings does not exempt drivers from the requirement.

LAist reported that police and parking agencies will now issue citations after prior warnings and outreach. Motorists are advised to maintain at least 20 feet of clearance from the approach side of crosswalks to avoid tickets.
