Rogers sent a letter on Wednesday to the governing boards of 187 Research-1 universities. The letter stated that future grant-making agencies will check whether institutions accept money from watch-listed entities and may withhold federal funding from those that do.
"In light of the above, I urge you, as board members, to ensure heightened diligence on this matter which has important national security implications for our country," Rogers wrote.
Specific funding examples Records show a Chinese company that develops aeronautics for the People's Liberation Army provided more than $7 million to three top-tier U.S. research universities. Aviation Engine Corporation of China, listed on Treasury and Commerce Department watch lists, sent a combined $7.8 million to Northwestern University, the University of California, Irvine, and the University of Connecticut.
Northwestern received more than $3 million between 2017 and 2025. UC Irvine received almost $4 million between 2018 and 2020. The University of Connecticut received almost $800,000 between 2018 and 2021. Bryant University in Rhode Island disclosed a $22.6 million, 50-year contract with the Beijing Institute of Technology for a jointly operated academic program in China.
UC Berkeley received more than $25 million since 2016 from China-based entities on watch lists, including a $7.6 million grant from Sun Yat-sen University.
Disclosure requirements and oversight Universities have been required to disclose qualifying foreign gifts since 1986. Officials from the State and Education departments, along with the House Select Committee on the Chinese Communist Party, stated that prior disclosures were not routinely cross-referenced against federal watch lists.
