State Department Report Details Activist Plan for Coordinated Actions at U.S. Sites After Trump Floats Military Moves Against Cuba

A 99-page State Department report published Monday details a rapid-response plan created by the National Network on Cuba for coordinated nationwide actions within 24 hours of an imminent threat or U.S. military move against Cuba, New York Post reported. The plan targets military bases, recruitment offices, federal buildings, ICE facilities and sports arenas during large events.

The National Network on Cuba unites more than 50 groups, including the Democratic Socialists of America, Communist Party USA and CODEPINK, according to the report. The Democratic Socialists of America maintains activity in California politics, particularly in Los Angeles, where its local chapter has backed several elected officials.

The report highlights former Los Angeles Mayor Antonio Villaraigosa and current Mayor Karen Bass for long-standing ties to Cuba.

Bass traveled to Cuba with the Venceremos Brigade as a young activist in 1973, helped organize its activities in Southern California and later returned as a member of Congress, including a 2016 trip with President Barack Obama. California hosts major Navy, Marine Corps, Air Force, Space Force and Army installations from San Diego County through Southern California and into the Central Coast and Northern California, the report states.

A separate resource from the Black Alliance for Peace, described as a frequent collaborator with Havana, maps 1,335 military and law enforcement sites across the Americas.

The revelations arrive as tensions between Washington and Havana have increased and President Trump has publicly floated the possibility of U.S. Secretary of State Marco Rubio sanctioned the Cuban Institute of Friendship with Peoples in June 2026, describing it as a political subdivision of the Cuban government that supports intelligence activities.
