Trump Cancels Housing Bill Signing Until Senate Passes SAVE America Act

President Trump canceled a planned signing ceremony on Wednesday for the 21st Century ROAD to Housing Act, stating he would not sign the measure until Congress passes the SAVE America Act. The housing bill cleared both chambers by wide bipartisan margins, with the Senate approving it one day before the House vote on Tuesday evening.

It contains more than 45 provisions aimed at increasing housing supply, including limits on institutional investors buying existing single-family homes, streamlined environmental reviews, and a pilot program to convert vacant commercial buildings into affordable housing.

"Today's Housing News Conference and Signing is hereby cancelled until such time as we pass the desperately needed SAVE AMERICA ACT, which I consider to be a National Emergency," Trump wrote. He described the housing measure as "Elizabeth 'Pocahontas' Warren centric" and of "minor importance" compared with the elections bill.

House Speaker Mike Johnson said Trump wants more progress on the SAVE America Act before signing the housing legislation and will act within the constitutional 10-day window.

Senate Majority Leader John Thune said he had just learned of the cancellation and had no immediate reaction. Republican Rep. Don Bacon noted that Trump had endorsed the housing bill a month earlier.

The SAVE America Act would impose strict new limits on voter registration and balloting. Republican leaders in the Senate have said they lack the votes to pass it or change chamber rules. Trump is scheduled to meet with Republican senators on Wednesday to discuss the measure.

Larger institutional investors owned 500,000 properties as of 2025, or 0.34 percent of U.S. housing stock, according to BofA Global Research. In Jacksonville, Florida, investors own more than 20 percent of single-family rentals, per a 2026 Government Accountability Office analysis.
