Democrats have demanded those limits, most to address Trump's own ties. Negotiators from both parties have been unable to reach a compromise on the provision. Text of an almost final version of the bill was expected to begin circulating this week but may slip later while talks continue, according to people familiar with the plans.
Trump has urged Congress to pass the bill but has not explicitly addressed what restrictions on government officials he would accept. White House spokespeople did not immediately comment on the meeting plans. Trump disclosed that he made more than $1 billion from his industry involvement in 2025.
On Tuesday, several Democratic senators held a press conference to call for opposition to the bill if it does not sever those ties. Senators Ruben Gallego and Angela Alsobrooks, both Democrats who voted for the bill in committee, said in May that they would not support final passage without an ethics provision. As of press time, no Democrats had been invited to the White House meeting.
The Senate is set to depart Washington for its summer recess after the first week of August. Senate Majority Leader John Thune has said he will press forward with the bill later this month, whether final language is set or not.
