The Department of Homeland Security ended race-based eligibility rules in a Coast Guard scholarship program on May 28. Students accepted into the program receive active-duty pay and benefits while completing their degrees.

DHS stated that the prior requirements violated equal protection provisions of the U.S. Constitution. The department said the revised program will select participants based on merit and achievement. DHS general counsel James Percival said the administration is focused on removing unconstitutional diversity quotas and returning the service's emphasis to military readiness.

The change follows the December 2025 National Defense Authorization Act, which prohibited certain DEI programs across the Department of War.
