U.S. Issued Licenses for Nvidia H200 Chips to China but Reports Very Few Shipments

Under Secretary of Commerce for Industry and Security Jeffery Kessler stated on July 15, 2025, that very few Nvidia H200 AI chips have been shipped to China and Hong Kong. It's a very small quantity of chips," Kessler said at the hearing.
Licenses for the chips were issued earlier in 2025. In December 2024, President Donald Trump said the U.S. government would approve China sales of the H200 AI chip in exchange for a 25% cut. The government assessed applicants on a case-by-case basis, requiring national security compliance and inspections.
Kessler added that the department denies some license applications. Nvidia has excluded potential Chinese AI chip revenue from its forecasts since last year. In May 2025, Nvidia CEO Jensen Huang told investors to "expect nothing" from Chinese sales.
An Nvidia representative declined to comment. The H200 belongs to the older Hopper generation. U.S. companies are currently using faster Blackwell chips.
