During Starmer's January trip, British pharmaceutical company AstraZeneca announced a $15 billion investment and Britain introduced visa-free travel for its citizens.

"It is in our shared interest to have a rules-based international order and to find ways to reduce rising geoeconomic tensions," Cooper said. " Cooper is scheduled to travel to Shenzhen to discuss trade and artificial intelligence. Last year the two countries signed a clean-energy partnership covering academic, regulatory, and commercial projects.

During Starmer's January visit, Octopus Energy formed a joint venture with China's PCG Power to trade renewable energy in China.
