The Supreme Court of Virginia voided an April 21 referendum that would have changed the state's congressional map, ruling that the General Assembly passed the ballot amendment after early voting for the 2025 election had begun. The decision leaves the current 6-5 Democratic edge in place for the 2026 midterms.

Democrats need a net gain of three seats nationwide to win a majority in the 435-member House.

Two Targeted Districts Rep.

Rob Wittman represents Virginia's 1st Congressional District, which covers the western Chesapeake Bay area and suburbs north and west of Richmond. Wittman has held the seat since 2007 and won reelection in 2024 by more than 12 points. Rep. Jen Kiggans holds the 2nd Congressional District, which includes Virginia Beach and the Eastern Shore.

The seat has changed party hands multiple times since 2016, and Trump carried it by 0.2 percentage points in 2024.

Taylor lost the 2025 Democratic primary for state attorney general. Former Rep. Elaine Luria, who represented the 2nd District from 2019 to 2023, is the likely Democratic nominee against Kiggans.
