The identity of the real-life police officer subject has not been disclosed. Sources said the project has the buy-in of the real-life officer. People familiar with the project said the film focuses on the officer’s early life rather than the Capitol attack itself.
Penn wrote the screenplay. Penn will produce alongside John Ira Palmer and John Wildermuth under their Projected Picture Works banner. Filming is targeted for mid-2027. Filming is pending Cooper’s completion of an "Ocean’s Eleven" prequel that he is also directing and starring in alongside Margot Robbie for Warner Bros.
The Guardian amended its June 16, 2026 article to correct the number of Penn’s Oscar wins from two to three.
