Canadian Prime Minister Mark Carney presented a national strategy on artificial intelligence Thursday that focuses on reducing reliance on foreign platforms. The document states that most AI training data crosses borders and warns that foreign entities could access Canadian data or deploy products that do not reflect domestic values.

The strategy notes that Canadian researchers train models on foreign cloud platforms and that government operations rely on infrastructure the country does not own. It says the federal government will build key sovereign capabilities domestically when possible and partner with trusted allies when appropriate.

Carney said legislation will be introduced to strengthen data and privacy protections. The government also plans to construct a public AI supercomputer and expand AI training programs in schools and community centers. The strategy document states that only 12 percent of Canadian businesses currently use AI, with lower adoption among small and medium-sized firms.

It proposes forming a coalition of aligned democracies to pool research, talent, and computing resources as an alternative to dominant market actors.
