Democratic lawmakers held a press conference on May 21 to introduce the Reproductive Healthcare Leave Act, which would provide up to 12 days of paid leave per year for reproductive health needs. The bill, numbered H.R. 8158, covers severe menstrual pain, abortions, menopause symptoms, miscarriages, biopsies and vasectomies.

It forms the centerpiece of the "H.E.R." Agenda, which also calls for studies on gynecological pain management and Premenstrual Dysphoric Disorder awareness.

Ansari described personal experiences of period pain that required emergency medical attention and said she experiences days each month when pain feels like "barbed wire" inside her. Tlaib stated that no one should have to choose between a paycheck and health to manage such pain.

The bill was introduced on May 24 with 28 Democratic cosponsors and no Republican sponsors. It has drawn online criticism, including concerns that the measure could affect hiring decisions or create unequal leave standards between conditions affecting men and women.

Planned Parenthood, the National Organization for Women and the American College of Obstetricians and Gynecologists have endorsed the legislation. A Planned Parenthood Votes vice president told Bloomberg that advancing the proposal remains worthwhile despite anticipated legislative obstacles.
