Under the revised plans, teams that reached the previous T20 World Cup but did not earn automatic qualification for 2028 will enter the Global Qualifier. Jersey will now compete against Scotland, Denmark and one other side, with only the top two advancing to that stage.
In the Global Qualifier the top team from Africa, Asia, Europe, the Americas and the East Asia-Pacific region will progress, along with the next three highest-placed teams.
The new format has been approved by the ICC Board and will receive final scrutiny from the ICC Finance and Commercial Affairs Committee in November.
